Yes, the simple way to see if you're overtimed is to turn the timing down and see what happens.

dropped to 20 timing, still cogging

I havent tried another sensor, but running on v200 firmware on higher timing settings. I have no such troubles.
Try turning it all the way down and if that doesn't work try a new sensor lead
you could also try clean the sensor sockets with some electrical spray

Well i thought the same, but after these issues popped up. I downgraded to v200 firmware and ran a full race meeting with no cogging issues at all.

0 timing, still cogs.. Will give sensor lead a try, but dont understand how the issue doesnt occur when i pop it back to v200
If you can try another motor

This is what fixed our one of our local racers cogging issues.
Hope this helps.

When will Ver 208 software be out for general use? or did I miss it some place?

Sounds like the boost is starting too soon for that motor.
You might try a much higher start rpm, with keeping the same rpm gap.
i.e start, 10,K, end 25K
If that sorts out the cogging then you can bring the rpm range down until it just starts cogging again to find the correct range.
Endbell timing
Start rpm
Rpm range
Turbo
and boost
will all have an effect on cogging
too much too soon essentially.
The nice thing about the Hotwire software is that it can be perfectly dialed in for any motor
