Just want to clarify, only 2 brushless motors will be allowed to be tech'd per class correct? ...and, I'm going to assume there will discounted motors available there? I'm holding off on buying another 13.5 as I want to get the "latest and greatest" at the race.

That is correct it will be two motors per class,And yes there will be motors available at the champs at discount to buy!

Yes it is two motor per class that you can have tech in, there will be low cost motors from a number of companys like TEAM ORION AT $40 for 13.5 or a 17.5 And if for some reason a racer should have a melt down on both motors you will be able to buy in and tech in a new motor. I also know that Tekin will be sending us low cost motor and I am working on some with Trinity and hope some more. There will be a spec tire for PRO 10 GT I will know more soon. Yes the Sophia Body will be legal.
