All cars have a wt spec. and that is required regardless of battery type.
Racing in a class is about everyone racing apples to apples. so we have to make sure we do not allow any oranges to race apples.
In other words if you run lipo you will most likley need to add some wt.

Will "saddle pack" type lipo batteries be required to use the same size specs?

so far, nobody has sent any in yet... They will..
basically, 7.4v batterys in a hard case will be approved if they pass the safety tests, of which there are three.
The big one is the overcharge test (its in there... gotta find it in that huge post).
They are approved in 6 cell, sub-c NiCd and NimH classes only.

8.3.2.4.2 The fully charged battery pack shall be charged to a value up to 12.0 VDC at a rate of 1 times the capacity of the cells in the battery pack for a period of 30 minutes (Example: 5000 mahr charge rate is 5 amps).

Personally, I'm still unsure on the benifits of a LiPo sack. I'd much prefer to be able to see a pack expanding and then be able to throw a bucket of sand over it, rather than trusting it is going to be contained by a sack....
LiPo's don't go bang... they expand, then burst into flame. Not like a NiMh, which just goes bang!

"The Value Added Manufacturers name and/or logo shall be easily readable on the case. Individual cells used in the construction of the battery shall be rated at 3.7 VDC and the pack shall be 2 cells in series."
This means to me...that the orion/peak 4800 packs will not be legal as I beleive they are (2) 3.7V packs in series and (2) 3.7V packs in parallel.
Just want to confirm the thinking on that.

That's a very good question. As it is in the text above, the pack size is governed to the size of the Orion, Peak, Venom, Trinity, etc. hard case packs currently available. It also says 2 cells in series. Aren't the saddle packs a pair of 2s2p packs? That's 4 cells per side. While it arrives at the same voltage the language does seem pretty concrete.

Great news from ROAR!
I do have one question. It appears that the rules go into great detail regarding the safety for Lipo with all the required certification and testing as well as charging in a LiPo Sack which I applaud. Were rules discussed regarding the safety of NiMh? While they do not have as great a fire risk, the shrapnel factor when one of them explodes should be a great concern. It is only a matter of time before there is a serious injury.

The rules should mention something about parallel connected cells one way or another.
