No, they should not be allowed to tune their cars or Practice.
Proposed rules for A-mainers from the past 5 years class"

1. All tires will be trued by JoJo the Idiot Circus Boy so that all four are different diameters.
2. One tweak screw or shock shaft should be removed randomly from each vehicle.
3. The only legal shock fluids would be ketchup, mustard and mayonaise
4. All cars must run an HPI Savage 25 RTR prepainted body, regardless of scale.
5. Hitec Lynx 3d transmitters, Dynamite Tazer Speed Controls, and Futaba 132h servos are the only legal electronics.

I thought it was rubber tires up front and foams in the rear?

Only legal traction compound is CA glue (any thickness).

8. At least one front tire must be an HPI M compound Wide Super Radial.

.. unless your running step-pins with no foams, then you're allowed one in the front and one in the rear. But they have to be on opposite sides of the car.

Both channels of servos must be reversed on the radio and the steering must be done by the trigger and throttle done by the wheel.
