You'll need to define what you mean by "better" to get a real answer...

The Velinieon system is a much more powerful, higher speed system -- closer to a Novak 8.5 or 7.5, so if speed is your goal, that is one answer...

However, the Velineon is "sensorless", and thus is not as smooth in throttle response, especially at slow speeds, so the Novak (sensored) system will be much smoother in throttle response...

The Velineon is not approved for ROAR sanctioned events -- the Novak is ROAR approved for the 'Stock' class...

For a beginner looking to race, the Novak is a great system -- for a basher wanting to smoke the parking lot or the street in front of the house, the Velineon is a great value...

Locally, the Velineon's are extremely popular for club racing - especially in the "Slash" class... The Offroad Stadium Truck class is dominated by Novak 13.5's (racing head-to-head with 19turn brushed motors)...

So many choices, too many answers.. Sorry I can't be of more help...
