when trueing tires for 1/12 scale what is the smallest diameter you should go

Smallest diameter? For club racing I usually cut mine at 1.85 rear 1.75 front. If I'm feeling really frugal, I will cut them at 1.9 and 1.8. For big races I'll take them down to 1.8, 1.7.

Club racing I start at rear 1.85/ front 1.75 to 1.80. Big races rear 1.70 to 1.73 and fronts 1.70, sometimes a little smaller. This is for single stage.

How thin can the foam get before there is some detriment?

Until you can no longer achive 3mm minimum ride height, or when the rears get smaller than the fronts, although sometimes truing can sometimes fix this, too.
