As I am breaking my motor in (19Turn) at 2 volts and 5.40 amps, then as I increase it to 7 volts and 8.00 amps, my motor starts to vibrate and numbers start to jump up and down, what does the mean

Your armature is not perfectly balanced (not very fixable unless you are willing to drill some material away) and causing the brushes to bounce; this causes arching, and funky amp draw numbers. Generally, the motor will run fine in your car, but not nearly as efficient and powerful as a motor that is perfectly balanced.

might want to try skiming the com too , as well as what was mentioned ,checking the balance of the arm ... I had a 19t do the same thing , cut the com and did notice the com being out of round ....motor now runs fine ....

Why would you want to break in your motor at 7v? Stick with 1-2v.
