They are probably out of balance -- just as with full size car wheels, it can pay to balance sedan tires, expecially in Mod classes...
I use a Top Fliight "propeller" balancer... Go to a Golf shop and get some of the thin lead tape they sell for balancing golf clubs, and use it on the inside of the rim as "wheel weights" -- It's self sticking and soft, so if you put on too much, just slice a little off with an xacto knife... Easy...
This assumes that your axles are spinning on good bearings and not worn out ones or bushings....

The tires are a bit out of shape too cause i ripped them when i unglued them. And they were stretched out when i re mounted them. does this mean i need to spen more money and buy new tires?

If you already ripped the tyres then I think you will be MUCH better off with a new set.
A lot of the wobble will be down to the play that most cars have out of the box. I tend to spend a little time shimming the cars out to get everything precise without drag.
Wheelbalancing is a pretty high-end thing to do - very few drivers do it, even at world level.

I'll test out the tires tonight at a race and see if they are still good.

the new batch of cs preglues are really badly molded in the uk and don't run true so look out for that.
