This would be so much easier if there was an option for center pulley to go from a 20t to a 23t, but guess that means there would be a problem with belt length...

I "solved" this issue by going to a smaller spur gear, a 69T. This lets me run pinions from 32T through 36T. These give the following FDR's:
These values work fine for indoor carpet with a 17.5BL motor. I tried running a 13.5, but even with the 32T pinion, I was geared too high, so I would've had to go to a 72T or 75T spur.
FYI, I got the 36T pinion from my LHS, RC+ in Salem, OR.
If you can't wait for your LHS to order them, you could try Stormer Hobbies. They have Robinson Racing black aluminum pro pinions in 48P from 37T to 47T in odd sizes, in stock:
