Default Xray FK05 Belt Tension

I have a "used" FK05 and my question is this...

The manual says that the "notch" in the eccentric hub should be in the center or (straight up) position in the bulkhead when the car is first built with new pulleys. Mine is 2 notches over towards the "tighter" side on both front and back. The main belt from front to back seems to be ok on tension but the small belt in the back seems a bit looser?

Is this an indication of the belts being stretched and needing to be replaced?
