Default Shocks Won't Rebound The Same

I was recently draining a refilling my SCTE RTR shocks. Before they had empty spots with shaft movement which I'm guessing was from air. The shock caps have no bleeder holes, it's just a cap. There appeared to be a sweet spot where I could eliminate any dead zone towards the end of the travel (probably air bubbles) and still get full compression of the shaft into the shock body. Only problem was when doing the rear shocks I couldn't get the rear shafts to rebound out the same amount. Also, there was really very limited to no control as to how much the shaft would rebound.

Opinions?
