I think the answers to the original questions have been provided.

Don't lower the minimum weight, as it tends to be costly and compromises durability, mostly/especially for power limited stock classes.

A maximum weight may make sense. Primarily for safety, as long as it accommodates available equipment, with perhaps some allowance for tuning. Other than safety, if you are in the less weight is better camp, why care if someone adds weight?
