can i use 7.4v 25c 2cell 4000mah lipo on new velineon 3500 setup or will i have to upgrade to 11.1v lipo?

You can run either one, however you would need different gearing for each. I suggest 2s.

what is the best gearing for the velineon 3500 on the traxxas slash for on and off road

For 2s lipo 23/86 is stock Vxl gearing and works great
