Default SH .28 Factory settings are right???

I don't know what my problem is. Or maybe the factory settings are wrong?

I have a new sh .28 engine that I am trying to break-in, but I am having problems keeping the engine at idle, at times its hard to start it at all, other times I start and the engine will race then die, and if I start and idle for a few seconds the truck is moving.

Everything is new, tank, fuel lines, engine, and tune pipe. I have set the HSN and LSN, 3 turns from close, and the idle screw is set to about 1mm. If I open the carb a little above idle, the engine will start at times. But never idle properly. I am in a fair Weather area.

What is my problem??? Or should I ignore the factory settings? Has any others have this problem trying to break-in the engine.
