I can't answer the how often part of the question, but yes, they have done it before(generally speaking). In fact, when I bought mine, it was 50% off(I know that's not 60%, but half off is still a LOT for the lifetime membership).....

You get that kind of discount when you already spent money on the game. I was a member for over 2 years, got bored so I didn't renew. After a few days the sent me an offer for the lifetime suscription that I couldn't refuse.

has anyone heard anything about them adding 2wd buggys anytime soon?

IDK but the AI drivers in practice mode are HACKS !

What's up with VRC pro going on steam?
And i don't know how the subscriptions are gonna work. Steam always charges for upgrades.

I don't even know what steam is. I have a lifetime membership to vrc pro which should be unaffected.

Im hoping that it goes to stream, it might be a little more cost effective to try it out. Right now I play the free version since it doesn't support 1/10 buggies and thats what I race. I was reading through the forums on VRC and they suggest that you buy the lifetime membership so they have more money for programming and just cross my fingers and hope that they add what I want. VRC seems really good but im not gonna pay to maybe someday get what im looking for

I don't want to practice something that won't help me on the track. It might actually mess you up.

I think I know where you are coming from, but from my experience this isn't the case. The cars react how you would expect them to and stick time is still stick time.

Really I would consider it no different than running 2 classes in the same day. Each chassis you drive is going to be a little different but the basics are all the same.

They stated previously that if you have a lifetime membership (which I too have) will be unaffected. They are going to come out with an "medium" version that steam will sell that will include some tracks and cars but not the whole thing.
