I got 4 2s lipo packs and one only reads 3.75v when checking + and - wires if I check the - to the 2mm balance bullet I get 0v but if I check the + to the balance bullet I get the 3.75v

is it possible to have a bad solder joint or do you think it is a bad cell?

the other 3 packs read 7.5 + to - and 3.75 - to balance

You have a dead cell, bad solder joint or not, the battery is done for unless you want to risk a fire.

Here is a good lipo guide for you that someone else found. Down towards the bottom you will find a guide on how to dispose of this battery properly.
