is it safe to charge 1700mah batteries at 5 amps
because i can get a 5 amp peak charger for cheap. i can also get the same charger but at 3amp rate for the same price.

5 amps is fine.
3 amps is too low and will take ages to charge.
In general slightly higher amps gives better voltage /acceleration but reduces run time. It is only a very small difference though and if you're only running 1700 cells it probably isn't something worth worrying about.

well at the moment i charge my batteries on a 2 amp timer charger so just about anything will be better
