The closer a lipo gets to fully charged the slower the amp rate gets so it can maintain the 4.2v it's trying to reach.

Lipos have a two stage charging. At the beginning, they charge like NiXX cells at a constant current. At some point (usually around 85% charged on my Hyperion) they go into the 2nd stage which is a constant voltage charge. The charger puts out a constant voltage and the batteries draw what ever current they need until the cells reach 4.2V. I believe lead acid batteries charge in a similar manner.

This is why lipo has to have a lipo capable charger - the CC/CV charge that lipo has to have.

Usually in the last part, CV stage, the current will drop to C/10 and then terminate. If the lipo capacity is small, it may be less than that depending on the charger.
