I have read through the ROAR rules a few times over the years, and I just took another scan through the electric section and there is no mention of any kind liiting what uo can use as a speed control. The spec classes for 13.5 and 17.5 do talk al lot about the sensors system and the connectors etc. but nowhere does it say the sensors need to be used at all. As far as I can tell from the rul book, run any ESC you please.This may change as there is already a bit of a battle on the new generation brushless ESC's to crank up the timing to get more top end power. I have mixed feelings here as it is almost like when people would buy a dozen sealed end stock motors and crank the timing in all different manners, called "torture twaeking" and the motor that got the most timing without breaking was the top race motor on the bunch. The limited cost stock motor ended up costing 3 times the price of a mod motor. With just a 5 minute race and 5000 mah LiPo packs, the timing limit is when the motor get's so hot it demagnatizes the rotor in one race.
Only time will tell how this all pans out. I am also in the camp where you do need the right equipment to win, so I have ordered a Mamba Max Pro for my 13.5 buggy. I will use some dynamic timing advance to gain some top end, but I will not be pushing it to sky high temps. Castle's aptly named "CHEAT" mode can do some serious advance and fry a motor if you are not careful. IT does add some serious top end pull though.

When you're running a lot of timing, you need to gear down a few teeth. Also, I would turn down DDRS Start to 5 or less and run no more than 10% drag brake. You're running a 6.5 on your blitz and running max timing?? How do you even have traction? I'm running a 10.5 and it's set up super tame.
