Questions...

Does this come with a power supply?

Would I need to buy a separate balancer?

What about discharging?

You can plug it straight into a 120V outlet with the included wire, or use an external power source, either is fine.

You would need a separate balancer.

Runs on either AC or DC.

Does NOT have a built in balancer.

No discharge capability either.

Decent charger for the money.

Add to what's already been said, it's pretty much the best bang for the buck on the market today.
