What is a good cheap buggy that i can race and upgrade?

What kind of buggy?

1/10th scale 2wd? 1/10th scale 4wd? 1/8th scale?

Are you looking for a ready-to-run, or a kit?

If its 1/10 electric I would go with a B4 they are fairly cheap or if you can a used xxx-cr the new losi buggy. I've already seen a couple for sale for as low as 125.

consider the Academy SBV2 its cheap and nearly bullet proof with some awesome upgrades available.

hyper 8 you can race it and don't need to upgrade it, also comes with a tuned pipe

yes, I would go with a hyper 8 pro. For an engine either go with a o.s. rg or a nova rosi n21-bf. Getting a starter box is deffinately worth the money. They will make your day so much easier. If you get the nova engine a cheap heat gun would also be recomended for when you start your buggy.
