I don't think so, unfortunately.
It's a public park and even if the city would allow it (which they don't) there isn't really a whole lot of room.
I think this is the closest (that I know of) camping to the track, not sure if/what they have available Anmore Camplands & RV Park

PoCo Inn & Suites is the closest, but a little pricey.
Best thing is to look at Travelocity or something similar and see what kind of deals you can find.
Eagle Mountain B&B may have a room available as well, they're fairly close but still looking at around $100/night.

I'll take a look at what I have and try to get some pictures on the website tomorrow.
As for tires... I would say Calibers, Goosebumps, and maybe Holeshots will be your best bet.
