After careful review, we have determined that you are eligible for a refund. To qualify for this refund, please ship the items whose claims were granted back to the seller in their original condition and keep your tracking information. You are responsible for shipping and handling costs.
I guess I'll be shipping the empty envelope back to him.

And its not my fault the usps abused the package. Why would usps delivery and empty package? When it had the weight on it. and tracking info. Thank youHe should file a complaint with usps to replace the motor. "
This just proves how little he knows of the way it works in real life. The shipper has the insurance agreement with USPS not the recipient. The seller has to file that claim and in doing so should be issuing the paypal refund willingly.

But it is a matter of responsibility. As the seller/shipper it is on him to get the product into your hands in the expected condition. If anything fails in making that happen it is his duty to make it right. In this case he either did not insure it and does not want to deal with it. Of he did and simply does not know how it works or did not keep up with his paperwork to file the claim. But all of that is on him, you did not buy an empty envelope.

The envelope would have been fine if he stuffed it with bubble wrap or packing paper. The loose motor beat a hole in it and that is the problem he should own.
