First of all I would have to say that 1/8 ep is fairly new so the chance of getting a truggy 2nd hand is slim. You could buy a RC8T and get the conversion kit. The electrics for 1/8 are very expensive, a decent esc/motor will cost around $400 aus minimum and you need 2 lipo packs for the rc8t. The Lipos will set you back another $200, factor in longer races and you will need a spare pair of batteries as well. Then you need a high torque steering servo, these can be had for around $80 2nd hand. Then you need a radio, a basic entry level spektrum or airtronics will set you back around $250 or around $150 2nd hand. All up you wont get a basic setup for less than 1200-1500 $. This is before you buy any spares, tyres also cost quite a bit! If you have that budget then great, but if you dont you will find it a bit of a struggle.
